Since the federal government often makes the final determination about what they consider to be “adequate financial means”, the reality is that “needs-based” financial aid may not be available for some families, other than possibly in the form of a loan where the balance starts accruing a significant level of interest as soon as it is disbursed. After several years, this interest can add significantly to the balance of the loan before the student can start paying it back.
